215 : Cutting and Earth-balling of Trees in Urban Areas

Conditions Allowed [23]     Cutting of Trees
Any over-mature, diseased or defective tree posing hazards to lives and properties.Any tree or other vegetation in public and private places that shall be unavoidably affected by infrastructure projects such as construction or widening of roads and bridges, port areas, building construction.Any tree and other vegetation may be allowed to be cut if earth-balling of such tree and other vegetation is impractical as determined by the DENR.Cutting in steep areas may be allowed provided that there is an approved development project in the area pursuant to existing ECC guidelines.
Earth-balling of Trees
Only healthy trees or other vegetation shall be earth-balled and transplanted.The immediate environment or surrounding of the affected tree or vegetation is free from any structures or impediments to support digging and moving operations.There shall be a suitable and available site for the transplanting of earth-balled trees or other vegetations to guarantee its continuous growth and/or survival

b. Photographs of trees to be removed
c. Sketch map showing the location of trees to be removed
d. Endorsement of LGU concerned
e. ECC, if required and minutes of public consultation concerning the removal of trees

Responsibility of Permittee [21]The replacement ratio for cut or relocated trees shall be 1:100 for naturally growing trees; and 1:50 for planted trees
