220 : Forestry Utilization: Non-Timber Forest Products

Overview

Non-Timber Forest Products or NTFPs refer to all biological materials and derivatives other than timber, which are extracted from forests for human use. The DENR currently regulates three major NTFPs: anahaw palms, bamboo, and rattan.

  • In case of planted anahaw palms inside titled private lands, only a certificate of verification issued by DENR local official at the CENRO level
Prohibited Activities [1]Cutting, gathering and/or transporting anahaw poles and leaves without permit from DENR and other prescribed documents.

Tenure holders may be exempted from registration if the establishment of bamboo is indicated in their management plans.  

Backyard farmer who will harvest and consume their bamboo for personal use and will be transported only within their municipality are also exempted from registration.

However, backyard farmer who will harvest and consume their bamboo whether for personal or commercial
purposes but will be transported outside their municipality is not exempted from the registration.

    • Inventory list of bamboo plantation reflecting species planted, total no. of clumps and total area planted

  • Individuals or associations of members of indigenous cultural communities/tribal groups
  • Individual rattan gatherers or cooperatives of rattan gatherers organized under Philippine laws
  • Individuals or associations of rebel returnees, war veterans or veterans of military campaigns
  • Holders of timber license agreement in whose concession the area being bidded is situated

  1. Financial capacity – a net worth of at least equal to the floor price of rattan resources;
  2. Technical Competence – proof of technical know-how and experience, and or ability to hire the services of competent personnel on the said activities;
  3. Community development Obligations – firm plans and commitments for the upliftment of the socio-economic status of the rural citizenry within its sphere of operations; and
  4. Standing of (Prospective Bidder) Applicant – should be of good standing status.

    • P0.50 for every lineal meter of rattan ≥2 centimeters in diameter
    • P0.20 for every lineal meter of rattan <2 centimeters in diameter
    • Performance bond (rattan poles and splits) – Twice the value of the forest charges for rattan provided the amount of bond shall not be less than P12,000.00

  • Enter designated areas within forestlands to cut and gather rattan poles, to the exclusion of others
  • Transport rattan poles and to dispose same for the local manufacture of rattan furniture or handicrafts
  • Priority over the area specified in the license for development into rattan plantation
  • Cut, gather, and transport an amount of rattan poles or materials within the sustained yield annual allowable cut specified in the license
Tenure Holder Responsibilities [3]
  • Assume responsibility for any or all acts connected with his operations
  • Cut and ship out the rattan variety, grades, sizes, and quantities as specified in the supply contract, marketing agreement of rattan purchase orders
  • Submit to the CENRO a quarterly and annual report on the rattan poles cut/collected/transported under the license
  • Only rattan with a length of 25 linear meters or longer shall be cut and gathered
  • Exercise care in harvesting to prevent damage to trees & young rattan plants
  • Comply with all applicable forest and related laws, rules and regulations governing the cutting and/or gathering, transport, disposition, and/or utilization of forest products
  • Allowable cut of rattan poles (unsplit) authorized under the license may be converted to split rattan at the specified conversion ratio
  • Plant the required number of rattan seedlings for every linear meter of rattan pole cut
  • Delimit on the ground, at the expense of the license holder, the boundary of the area covered by the license
  • Submit annual cutting and replanting plan for approval by the RED
  • For cooperatives and /or associations, keep and maintain a book of accounts
  • For licensees who do not own/operate rattan processing plants, dispose their production in consonance with rules and regulations

  • Sworn statement authorizing DENR representative(s) to verify submitted information; and
  • Supply contract/ marketing agreement/rattan purchase order with existing rattan furniture manufacturers.
